Community Counseling Program is designed to provide general counseling services to individuals, couples, families, and groups to promote Marines, Sailors, and their families' well-being. Our clinicians provide non-medical counseling that is supportive in nature and works to address general conditions of living, life skills, improving relationships at home and work, stress management, adjustment issues, relationship problems, parenting issues, and grief loss. In certain circumstances, the Family Advocacy Program or Substance Abuse Counselor may be an alternative referral.
Family Advocacy is designed to assist families experiencing the trauma of abuse. Counselors are trained in domestic violence dynamics to assist in protecting victims and support families in need of assistance. The Family Advocacy Program focuses on helping families and individuals empower themselves to make positive changes in their lives to preserve the family unit. Family Advocacy provides clinical assessment, treatment, and support services for military members and their families involved in domestic abuse incidents.
The Family Advocacy Program facilitates educational briefs, seminars, and workshops to individuals, commands, and community organizations. Prevention Specialists provide education and training to meet your goals or address specific needs, such as:

SAPR Victim Advocates assist civilians and active duty victims of domestic violence by advocating for their safety and providing emotional support, crisis intervention, and community referrals.
SAPR Victim Advocates are available 24 hours a day, seven days a week, to assist military spouses, civilians, and active duty victims of domestic violence or spousal sexual assault. Our responsibility is to advocate for our victims' safety and provide guidance, emotional support, crisis intervention, information, and community referrals.
SAPR Victim Advocates are able to take both restricted and unrestricted reports. You can make a restricted report and receive counseling services without beginning a formal investigation or having your command notified. SAPR Victim Advocates are also available to the non-offending parents of a victim of child abuse who request services.
Exceptions to Restricted Reporting May Include:
- If you state that your life is in serious danger or if you threaten a life of another person.
- If the welfare or safety of children is threatened.
- If you notify the offender that you are making a report.

The goal of the Sexual Assault Prevention and Response (SAPR) Program is to be a leader in prevention, education, and awareness. Our mission to combat sexual assault and sexual misconduct is an ongoing commitment. SAPR is here to support every person, everywhere, every time.
This program offers information and services to military members, military dependents over 18, and DoD civilians who are victims of sexual assault. If a spouse sexually assaulted you, please contact the Family Advocacy Program at 253-4526 during office hours or 090-9978-1033 after hours.In the event of a sexual assault, individuals have the option of making a restricted or unrestricted report by signing a form 2910 or may elect to speak with the SARC or SPR Victim Advocate without making an official report (decline to sign a 2910). Those who elect to make a restricted report can receive support services and medical care without having a formal investigation conducted and command being notified of the assault. There are only (2) designated billets to whom a restricted report can be made: SAPR Victim Advocates (VA) and Sexual Assault Response Coordinators (SARC). If the crime is reported to law enforcement by the victim, making an unrestricted report is no longer an option for that disclosed incident.

SAPR VAs are available 24/7 for assistance with understanding all reporting options and how to request support from the command, mental health, law enforcement, medical personnel, and Victim's Legal Counsel. If desired, SAPR Victim Advocates can provide in-person support during medical exams, NCIS interviews, and court proceedings.

The SAP provides confidential services for active-duty military members and other eligible SOFA status beneficiaries 18 years and older addressing issues and concerns with alcohol and drug use, misuse, and dependence. Our services include education, prevention, screening assessments, and individual or group counseling. All active duty and family members with concerns regarding alcohol or illicit substance use are welcome. Unit briefings are also available through our subject matter experts; presentations can be tailored to meet the unique needs of your unit as well.
BH counseling services do not maintain medical records. Therefore, utilizing our services will not follow you after your military career is complete.
HELP IS AVAILABLE If you are concerned about alcohol or other drug use, contact your unit SACO, DAPA, or the SAP program office at DSN 253-5260. Dependents and civilians may be seen without a referral.

Prevention consists of the Drug Demand Reduction Program (DDRP) and the Alcohol Abuse Prevention Specialists (AAPS). Together, they use evidence-informed approaches to address substance abuse issues throughout MCAS Iwakuni. They also operate in tandem assisting unit Substance Abuse Control Officer’s (SACO’s) and Alcohol Screening Program Coordinators (ASPC’s) with the Marine Corp’s urinalysis and breathalyzer programs. Some of the many services provided by this team are as follows:
- Command Substance Abuse Prevention Planning
- Illicit Substance Abuse education
- Alcohol Abuse education
- Safety Stand Down periods of instruction
- Monthly substance abuse informational booths
- Collaborations with on-base and off-base community providers
Level 1 Outpatient group Services (OP)
This service is offered to clients who have been assessed with a substance use disorder of mild severity. Services typically last six weeks, 2x a week, on Monday and Thursday at 9:30-11 AM. The curriculum includes Living in Balance and Prime Solutions.
Level 2 Intensive Outpatient group Services (IOP)
This service is provided to individuals who have been assessed with a substance use disorder of moderate severity. Group services for IOP typically last six weeks, 2x a week on Monday, Tuesday, and Wednesday at 8 - 11 AM.
Higher Levels of Care If you have developed a severe substance use disorder or have co-occurring mental health needs, SAP can facilitate placement in a more intensive outpatient or residential program. The counselor will work with the individual and command to coordinate an individualized transition plan.
Aftercare services are offered for those who have completed either OP, IOP, or returning from a higher level of care and are ready to step-down to a supportive aftercare group.

Military & Family Life Counselors (MFLCs) are available to provide non-medical counseling services related to marriage and relationship issues, stress, grief, loss, and daily life issues. MFLCs are licensed clinical counselors who provide short term and problem-solving techniques to service members and their family members. Consultation and training are free, anonymous, and confidential. MFLCs are flexible and available after-hours, weekends, and holidays when possible.
